Our standard for traffic signal services was a main lug panel with a backfed main, much as shown in the first picture. Its a very inexpensive method, and subject to vandalism. If you wack the side of the load center you can make the breakers trip.
Today we use a custom pad mount panel, where the meter is inside behind a door that the POCO only can access. The customer panel is on the other side. in the customer panel we have lighting relays, GFCI and breakers for traffic signal cabinet and lighting. All our lighting was on a master PE. It makes for very clean installation, and each cabinet gets a graphic wrap that has anti graffiti film. This cabinet is in the auto center area.
The POCO side is on the left, with a pull section on the bottom. The metering section meets there requirements for clearance. Customer section is on the right. The cabinet wraps are typically paid for by local businesses, schools, or colleges. The cost for the cabinet is part of installing street lighting, streets, water, sewers for a development.
Advantage of this cabinet is additional loads such as street lighting can be easily added. In the downtown area we would pull circuits for festival power outlets, all controlled by a master relay
