service disconnect

I have a project where the grade has been brought up higher than expected, this rendered the disconnect 1 inch above the sod. I can not find any applicable code articles referencing minium height, nor do I think they exist. I see this as a problem does anyone agree? Anybody have a reference?
 
Unless it's a mobile home there is no low limit on the service disconect.

I am sure some people could make one up if given the chance.
 
How much snow do you get?

In my area it is common to have 4 or more feet of snow on the ground.

I would say this could cause a problem, but I don't know of a code section that prohibits this installation.

More than the 1" this panel will be off the ground.

Do you guys mount panels 4' or more above the ground. probably not is my guess.
 
Chris, I agree around here and Florida. I think "common sense" takes over. Meters per poco 5'/6' to center of bubble and disconnects the same. A/C disconnects,etc. usually 3' above grade.

And I appreciate it.

You got me thinking,maybe the reason they don't specify height might have to with the various snow fall levels around the country. If a disconnect is covered in snow four feet above the ground its the same as being covered at 1 foot above the ground.

Yes, common sense would say this in not a good idea. However this was not planned and the layout of the building exterior and the "after thought" grading has led to this issue. With that said, The homeowner/builder has said they do not have a problem with the location, in fact he likes it because its out of sight. The real issue is: Do I demand it be raised because we have a safety hazard. or Do I say bad idea but it not my call.
 
jes.... I do not want you to think that was aimed at You. Just a general comment due to lack of code reference on grade clearances.

Pretty standard around here. "Eye level" is kind of the rule of thumb.

jes25, I would make the suggestion that snow might be a problem, but leave the ultimate decision up to the home owner.
