To expound on the previous posts, 230.70(A)(1) requires the service disconnecting means to be readily accessible and located outside of a building or structure or inside nearest the point of entrance of the service conductors.

The AHJ can determine what is "nearest the point of entrance". Some AHJ's will allow up to 5 or 6 feet inside of a building, but there is no rule.

I would suggest you check with your AHJ to see what their requirements are.

The code uses the term "point of entry", any distance requirement would be from where the conductors enter the building.
To me that would be where the conductors leave the outside, and enter the outer finish of the building.
Your inspector may have his own ideas of "point of entry".
