Correct. I had a heated debate with a guy on Reddit, who is adamant that no matter what you label the emergency disconnect you still need egc to panel in house. He was getting all fired up, and I invited him to come debate it on the forum. Hopefully that is okay.
Right, my point was that neutral is bonded to non current carrying metal on the supply side the service disconnect - possibly in multiple places. These are called supply side bonding jumpers on the supply side.
