I was at a site that has a utility transformer feeding a non-service entrance rated automatic transfer switch, which feeds the service disconnect. I believe the NEC requires the ATS to be installed on the load side of the service disconnecting means. I am looking for the code sections that would apply to this situation. Besides the NEC issue, what other code or standards issues may apply to the ATS not being service entrance rated and not having a disconnecting means?
