Service entrance conductors run through panel

Installed an service entrance rated ATS next to a main breaker panel. Installed 2 - 2" conduits between panel and ATS, ran un-spliced service entrance conductors through one conduit to ATS main breaker, then load side conductors back through second conduit to main breaker. Grounds and neutrals separated accordingly. Inspector is not allowing the service entrance conductors to be run though the panel to the ATS but won't provide code article that it violates. A little help please?
 
Have the inspector explain what in 230.7 prohibits your installation.
"230.7 Other Conductors in Raceway or Cable. Conductors
other than service conductors shall not be installed in the same
service raceway or service cable in which the service conductors
are installed."

Your use of two separate conduits addresses his concerns.
 
That's a common misunderstanding. The code says what it says and it restricts the conductors being in the same raceway or cable, it is not restrict them from being in the same cabinet - if it did every service panel board would be in violation.
