None at all. How was it determined to be "insufficient"? It's grounded or it's not.

We really need more info to answer your question. Some facilities may operate using an intentionally ungrounded system to keep a fault from shutdown a large portion of the facility. As Bryan asked, who is saying that the grounding is insufficient and why?
