Service for 4-unit multi-family condo building

Wondering if the anyone knows of any Code that would NOT allow routing the electrical service from a meter bank through one tenant's basement or crawl space into another tenant's basement or crawl space and up into a panel. Any help would be greatly appreciated. Thanks,

Where's the service disconnects located? They have to be outside or inside nearest the point of entrance... and running service conductors through a basement or crawl space means the disconnect does not qualify as either... 230.70(A)(1).

I get the sense that you are referring to feeders as opposed to service conductors, yes? If feeders there is no NEC violation but there may be building code issues-check with the AHJ.
