Service GEC

I searched a couple topics but nothing really clarified. I have a few books but cant really narrow down the address in NEC. Is the GEC at Service disconnect need to be on same buss as neutral or equipment frame? I recently ran service call at a multi family dwelling I noticed a common GEC wire tied to each service disconnect with mechanical lug per disconnect

It must terminate to the neutral if the MBJ is a screw or bonding strap. If the MBJ is a wire or bus type then the GEC can terminate to the EGC bus/frame.

It may or may not be code compliant you would need to provide more details. There is a GEC connection with a lug at each service disconnect but what's on the other end of the GEC?

Each disconnect frame has a mechanical lug and the #6 runs through Each no slices. The ground rod has an acorn clamp

Can you provide address in NEC that mentions if screw or strap it goes to neutral bar
