I laughed but I dont know why, I don't know what agnostic means..

If meter is sealed by utility company it maybe be deem unaccesible and will not be permissible to bond neutral to GEC at that location. Bonding jumpers and GEC are permitted in same raceway as service enterance conductors however if you bond the GEC at the meter and service didsconnect you are creating a parallel path for the neutral conductor.

I say in my neck of the woods it is legal. After I get the cert. for service, POCO ground neutral anyway.
