Another contractor was telling me the power company would not re-energize a service that had been knock down in a storm because the service head was not vertical. He had replaced the service exactly the way it was with the same material. It had just been pulled off the home. I told him I agreed, he asked where did I find that info? now I can't find where that info is located...maybe manufactures recommendations? Any help would be appreciated
 
A lot of times (with POCOs), once you make major repairs you have to bring everything up to current specs.

I'm thinking you are talking about the goose-neck service risers. The ones where the conduit comes up then either off-sets because of the eave or just makes a ninety at the eave and sticks out horizontally. I've been on a few projects where we made enough modifications to the main service that the inspector had us correct POAs, weatherheads and bracing, etc.
