service in carport

I have searched and haven't found a code book reference on installing a meterbase and service disconnect outside a residence under (within) a carport.

I have seen a city approve a service installed this way, but I haven't seen a code book reference. Any ideas where I could find it, or is this local jurisdiction?

This is not in the NEC. I would check with the power company. They won't allow it here because the carports often get closed in.
