Service on Detached Garage

Hello,
I am doing a house with a Detached Garage.
I would like to do a 200a 8/16 pass thru panel on the garage and feed 200 a UG to the house. Would I be required to provide a disco on the house. The feeders will be protected via the 200a main on the pass thru at the garage. I do not think I am required since the wires are protected but was looking at 230.70(A)(1)??
Lets get this figured out and then talk about where the cold water could land

You need a disconnect and a grounding electrode system at the house. You also need a 4 wire feeder.

It does not need to be a fused disco though Correct? Again feeders would be protected from the 200 amp main on the feed thru panel.
Grounding:
Ufer would be from the detached garage slab and brought to the feed thru garage panel and bonded to neut.
Cold water comes into the house so i would like to bring that to the house panel.
Any problems with that?

You need a main or less than six breakers at the house. You need a Grounding Electrode System at the house which would include the water pipe if it qualifies and a ufer unless there is no steel in the footers.

1-Correct you need a disconnecting means nearest the entry of the feeder conductors into the separate structure this could be a main CB in the panel or a non-fused disconnect as you've mentioned. If either is nearest where where the conductors enter the structure then they can be on the inside. If your panel/disco is located somewhere well into the interior of the house then the disconnecting means needs to be on the outside.

2-The CEE at the garage qualifies as the required GES for the service unless there is also a water pipe electrode at the garage, this is all that you'll need. The house is a separate structure and requires it own GES, this would be the water pipe and another electrode. Could be a CEE or two ground rods.
