Service on one building, mast on another

I have a customer that needs a new service. The old service is in violation of swimming pool clearances, and there is no way to move it over enough to meet the proper clearances, the only way is to go 22.5', or underground, neither of which they want. I have come up with a plan to put the mast on an outbuilding which is eight feet away from the house, and connected by a masonary wall with a gate. I would run the SEC's thru 2" rigid, along the portion of the footing that is above grade, just below the gate. The rigid would be 2" off the ground. My inspector cannot give me a definite yay or nay. I made a sketch, but it is too big to upload.
 
is the wall connected to both the outbuilding and the house? since everything is all attached does that make it one structure? Ive seen this done with a breezeway type thing connecting two buildings to make them one, i dont know if it would fly with just a wall.....
 
I think it's a great idea. No different than an aerial service hitting a midspan pole before it goes underground to the house.
