The reason I asked is for the OP to understand there may be a local rule on how far unfused service conductors can extend into the building

Locally upstate NY they generally have limited to 10ft for unfused service conductors. Got a service call to move the service panel were one municipality made the homeowner move the box by six inches over that requirement. Had another municipality that had a 6 foot limit of the services conductors.
 
Regarding double layers of sheet rock. There was a fire in my wife's aunt's kitchen, not ever a really big fire but it did destroy most of the cabinets. Removing the ceiling sheet rock, there was serious scorching where the joints were. By having double layers of rock, you cover the joints. No scorching the rest of the joists.

Con Ed here in Westchester limits it to 5 feet.
We're designing 2 houses... one in Connecticut and one on Long Island (NY)... would anyone know if the max distance is 10 feet there as well?

No experience there. I would check with both the utility and the AHJ.
