Which is one reason that the service disconnect is often designated as the service point.Hey, this is the same guys that require meatllic conduit on the load side of the meter to the 1st disconnect.. yep..customer conduit & wire.
In both cases I have heard the original logic was that until you get to the 1st overt-current device, any fault could effect their system.
The distinction of sealed versus accessible to the customer is sometimes used instead. The NEC does not get involved in that decision.
The NEC does tell you that after the main disconnect the wires are no longer service conductors, but that does not define the service point either.
