Service to Garage/Barn from house panels

I had a 400 AMP Service installed in my house when I built it in 1998. Instead of installing a 400 AMP panel, the electrician installed two 200 AMP panels. I want to run 200 AMPs to the Garage/Barn. So as to not overload one or the other of my house panels, I intend to run a 100 AMP service from each of the two 200 AMP panels to two new 100 AMP panels in the Garage/Barn. Is this acceptable?

No. Only one feeder is permitted to a detached structure unless you can meet one of the permitted exceptions (which probably aren't going to be useful for you).

Depends on your poco, here with PSE I would run (and have run - in Kent WA no less ;)) separate metered 200A service to a detached structure. Poco rate structure give the first batch of kW-hrs at lower rate than the rate for additional kW-hrs.
Plus the poco supplies the wire (your electrician needs to trench and lay the conduit)

Welcome to the forum.

First off, only the utility supplies services; you're talking about feeders.

Second, as Sue said, only one feeder allowed to a detached structure.

Load calcs permitting, I would look into a third feeder from the meter.

I’d be willing to say your fine feeding the building/barn with a 100amp sub feed unless you have some serious welding, EV charging, and compressors going all at once.

An exception in 230.40 will allow you to come from the load side of the meter to the garage if you meet the requirements and POCO hs no problem.
