Service Upgrade grounding confusion

Howdy forum.

I am still very much a novice when it comes to service upgrades and failed to know how to advise a friend doing his own service upgrade.
I want to learn what is correct here in Kansas City, MO.

Any advice appreciated.

Here is the situation.

200 AMP SERVICE UPGRADE
3 wires coming from mast head (N, H1, H2).
At the meter can the wires are landed (LINE ON TOP, LOAD ON BOTTOM).

There is a #6 ground coming from 2 ground rods spaced 6 ft apart that is currently landed on ground lug at meter can. A small barrel style lug on the right side of the Neutral lugs.
There are 4 wires from meter can to service panel immediately inside home. We do not know where to land the thick Aluminum ground in the meter can?
Double lugging it onto the ground lug would require removing some aluminum to jam it in there.

We are confused as to where to land the Aluminum ground at the meter can.

My hunch is that we should remove the Aluminum ground from the bundled service wire between the meter can and the service panel.
Then we should land the #6 copper from the ground rods at the service panel's ground rod by extending it using an irreversible crimp in the meter can to extend it OR bring another #6 copper from the top side of the ground lug at the meter can inside.

This would create 2 places that the Neutral and Ground are touching (meter can and service panel). Im confused.

Perhaps we dont land anything in the ground lug at the meter can and make only 1 place where Neutral and Ground are touching (service panel).:?
