That is going to be under your building codes and/or Poco rules, or any local or state amendments to the NEC.
There are meter-main enclosures where the meter shares the same enclosure as panel. I have also seen exterior panels run with RPVC or SE cable from the meter to the main panel.
If you're asking how far without having a disconnect, that would be an AHJ call as the NEC only says "nearest the point of entry of the service conductors". It could be 5' 10', just depends on the AHJ or inspector. If you hit a disconnect right out of the meter, there is no NEC distance to how far they can run. You may have local amendments that limit it but I've never heard of any. The feed can be in any of the raceways mentioned by you but you can also use PVC.
ETA: Just saw that you said "minimum" distance and I thought you said maximum. I'm not aware of any minimum distance providing you use the proper connectors, fittings, etc between the meter and panel.
Not seeing how this would fall under building codes.
