I'm feeding a panel 120/208v. from a breaker in a meter stack. The meter stack is supplied by a 400 amp breaker where the ground and neutral are bonded. Do I need to run 4 wire and also another ground rod or 3 wire and bond the neutral and ground also to a ground rod. THANKS
 
If this is in the same building,
Then your meter stack is the service.
How close is the panel fed from the meter stack?
 
You will need to run 4wires and keep the ground and netural seperated. Since you are coming off of a breaker, the breaker is the first source of disconect and everything after that the ground and netural is seperated.
 
I'm sorry if its a 3phase you will need 5wires (3hot, 1netural,1ground) No extra ground rod is needed
