There is no "required" here, in part because the question does not provide enough information. Some circuits do not require a neutral at all. We are allowed, under certain limited circumstances, to share a neutral between two or three ungrounded conductors. Some clients "require" that neutrals not be shared. So I am afraid the question does not make sense.
