Sharing GEC?

Running a new 100 A feeder for an EV charging station to the customer's detached garage.
There are two buried runs of rigid coming from the house -- 3/4" and 1"
The 3/4" is feeding a 60A subpanel.
1" is unused, so we'll pull some 2-gauge THWN-2 there, no problem.

Question is..
We're bringing the feeder into its own disconnect.
Because it's a single circuit, does it need to be grounded the way an RDP does in a detached building?
If so, can we use the GEC of the existing 60 A subpanel?
 
First, what about 225.30?

Dang.. I thought that 225.30 was about service, but I'm re-reading it, and it clearly says "feeders"
Ok.
Will have to plead the case with the AHJ, and while at it, will ask them about GEC.
The customer would not want to have the yard ripped up for us to lay down a bigger pipe and to have the sub replaced in the garage, but they may have to.
We'll find out on Monday I guess.
