Shielded cables for 4160V motor feeders

Are shielded conductors (single & multi-conductor) required for feeders to 4160V motors?
Cable manufacturers are saying that shielded cables/conductors are required per NEC 2005. NEC2005 indicates no changes to article 310.6 for shield requirements for cables > 2kV.

Look at the change in the exception. The main rule in both 2002 and 2005 says that you must use shielded above 2000 volts. The exception in 2002 premitted non-shielded up to 8000 volts, the exception in 2005 is only up to 2400 volts.
