If this is a common metallic waterline shared by the area houses, your neutral current flow could be going to the neighbors house then via his GEC and neutral back to the transformer. Or it could be have been the other way. You already found evidence that the problem is at the customers home.

Thanks everybody, you’ve all been a tremendous help. I have contacted the power company so that they can verify their connections. I am scheduled to come back to this house on a later date due to the customers schedule today. I will also be leaving the customer with multiple recommendations from three prong receptacle issues to other various things found in the home.
