On a 110 volt, 30 amp twistlok, shorepower receptacle, Does it have to be on GFCI. It will be used in a commercial application.

Short answer is probably "no".
The devil may be in the details. Is it associated with a Marina or Boatyard, when was the wiring installed, and under what Code. The requirements changed with the '11 Code.

The GFI protection required in the 2011NEC is for the main over current protection, not the individual 30A shore power circuits.
