Short circuit protection.

Hello, in which situations can we give up using short circuit protection on low voltage installations ? For example a code clause says "İf short circuit protection must be canceled chances are that you can not use it for example : on the conductors which connects the transformers, electrical machines , rectifiers and battery banks to the panel they belong to ". What do you think of this clause? it is implied that not on conductor but on the upstream side of the panel if the panel feeds only one of the devices counted above? Or there is any other meaning which I can not think of since short circuit protection is essential for protection of the devices.

I don't know what the clause is trying to say. Has this been translated into English?

İf short circuit protection must be canceled
Does this mean if protection is not going to be provided?

To me they are noting that conductors from a supply source such as a transformer, batteries, generators, etc. are, to some degree, unprotected from short-circuits as they are ahead of your overcurrent device.
