Yes it's a 2 family in Charlestown MA.
Its an underground service
200 amp main disconnect for the whole building is in basement, by Ma. Code you need to have a disconnect for the 1st responders (fire dept.) So they can kill power without going into basement
That's the purpose for the shunt trip
Only thing is if it was a 3 family you don't need it by code
 
Local requirement not covered by NEC. Perhaps another MA electrician/contractor will answer.

But my question is can the remote actuator be located just inside the front door or does it need to be located on the outside
I think you're missing the point. I don't believe that adding a shunt trip actuator to a circuit breaker inside the building would count as an outside disconnect. If you are required to have an outside disconnect you have to have an outside disconnect.

I’ve had several buildings where the fire Marshall accepted shunt trips, of course I do commercial. The last one I done, the gear had a capacitor bank that held enough charge to trip the shunt, if utility was unavailable. Don’t ask me how I found that out! LOL!
