There is no way to do this with factory parts, except maybe a new deadfront.

Technically, the factory blank is not supposed to be removed for the shunt trip pole, the inspector probably seen a panel that was done right in new construction, but you don’t have much choice if it’s already removed before the breaker is installed.View attachment 2579137
That label part is where he wants a breaker blank. Personally I think the main purpose of it, is that you know what type of breaker it is. Maybe I’m making things up but to cover that. It just doesn’t make sense.

I was an sales engineer for Square D and then worked for a Square D distributor.The only one to know the answer to that question is the Square D engineer's! LOL!
Never once did I have adiscussion, with an inspector concerning the twistouts in a panel deadfront. We said it was customer preference.
But, let us know what the factory tells you.
