Siamese coax/18x2 through a stairwell

Situation is in a school, running plenum Siamese coax/power for camera video and power from one floor to another, IT Director suggested route that they used for comm fiber and 2- 25 pair phone lines. Cable comes up from floor below, under bottom stair (stairway is maintenance, just accesses third level for A/C, etc. )... existing cables run under bottom stair to wall, then up wall, open except for some "U" clips for "support"

I refused to route camera cables the same way, requires coring and conduit between floors. I can't find the exact NEC code that states this, something having to do with cables going through the stairwell not relating to Fire Life & Safety, smoke / heat detectors, etc.

Cable is RG6 with video signal... power is 24VAC.
