This is one of my longstanding gripes. A shallow box is not good for runs if conduit. I have never used them where I had any choice. The only good use I have for them is end of line boxes to mount lights; incoming & fixture wires only. Sometimes for devices with RS covers, IF a low profile is crucial.
I found a few of these out & around. Now I have to go around with extension rings & covers.

What's worse is when you need to get to the back of the box but there are conduits in the lower box extensions.

But they always turn into a rat’s nest with more conduits & wire added over time. I have seen this crap countless times in countless places.

Unfortunately there are crappy electricians everywhere who install stuff like in the OP. If you needed 3/4 EMT in and out of the box with splices chances are a typical 1.5" deep 1900 box will almost always be too small.

Working on my not quite big enough almost retired garage. I have left over stuff and well, I plan on changing out that two ring 4sq extension I have temporarily installed. Only way I could get a cover on. I keep changing my mind. I can walk into a customers project and spit out what is needed and be gone. My house? Nope.
