Have you considered going to Yahoo or Google and searching for rotary phase converters. Most of the links will be sales of pre-made units, but they have some information regarding their makeup.

I have in the past sold and installed dozens of rotary phase converters. They are made using a 3 phase motor and putting several running capacitors in the circuit to allow the motor to start on single phase and to balance the 3 phase output when loaded. The rotor of the motor is also modified somewhat. RotPhase makes a very nice unit that works the best of any I ever saw. As I say I have sold and installed many very sucessfully.
