If it is a diesel, you want maximum load anyway to prevent wet stacking. Control of A can be done with phase loss relays in B and C, and A would already have its own control in the switch.
 
A plausible prohibition, but one I don't find in the NEC. Do you have a reference?

No, sorry; I might be guilty of assuming the NEC would follow common sense. :D

I would expect that at least the feeder would have to have an external disco on the outside of building B next to the service disco so that firefighters could completely shut off the power to the building. e'felon may have addresed this as well.
