The water marks and corrosion on those lugs is scary. Looks like they decided NOT to replace the lugs? I can see salvaging the switchboard if the water only got that high, but corrosion on those lugs is dangerous.

Absolutely. Most of this facility is an electrical nightmare, no exaggeration. I said to the owner, "If I had it my way, every bit of electrical in this building would get ripped out and re-installed with brand new equipment/conductors, etc, etc." I made him aware of the water damage to the electrical equipment in that basement, nobody even knew before I had been down there. I guess they are "in the process of renovating the facility." The section of the facility with the 240V 600A service has actually been re-done quite nicely by some electrical contractors since the last time I was there. The section of the building that those photos are from has just recently been put back into use, so hopefully it will be adressed soon. Not my call to make though, I'm just installing the chillers. After a discussion with the owner today, I was given the impression that the responsibility of running this electrical over to the chillers is going to be subbed out to the electrical contractor who re-did the other portion of the facility, due to the amount of work and resources that will be involved since we can't use the service that I had originally posted about. Hopefully they will be told to adress this switchboard, amongst MANY other issues as well.
