Not sure how it is done in Texas, but in California, the AHJ for all Manufactured Modulars/Trailers is HCD (Department of Housing and Community Development). HCD states that the Nameplate rating is what must used for Modulars/Trailers. So even if the Load is only 60 Amps, the Service (and SE conductors) must be capeable of handling the Nameplate rating (usually 125 Amps per section).
