Sizing conductors for 480VAC and 15KW heater

purely a guess but perhaps the loads are not evenly distributed.
 
One possibility is the device itself could require an oversized conductor to dissipate heat from it's terminals without exceeding the conductor temperature limits. Since it is so close to the source, you may want to check the temperature of the breaker terminals to ensure they do not exceed 75 degrees C after 3 or 4 hours of run time.

Looks like a goof on their part, unless it's a single phase heater, but rare. Amperage=KVAx1000/E ; 15000/480=31.25 X125%=39.06 amps

In three phase it's Amperage=KVAx1000/E x 1.73, 15000/(480*1.73)=15000/830.4=18.06 X 125%=22.57 amps
