Yes they are, and if they contain #4 conductors and larger the conduit entrys must meet the requirements of 376.23(B).

Don't forget to order a cover with that block, the NEC prohibits live exposed parts in wireways

Aha, so as long as my gutter is 32" LONG I have no problem...
