Nope. I worked at a college in VA for 10 years and both EI and Fire Marshall said no.

Gus, doesn't that just specify spacing requirements? AFCI and TR not required(yet).

210.60 talks about receptacle placement but does not reference arc-fault cb's or TR receptacles.

AFAICT, arc fault CB and TR recs not required for dorms ( without cooking facilities) in 2008 or 2011 code.

I recalled the clarification but FOOLISHLY went by my memory that it also addressed AFCI situation also.
