I'd like to understand when and why a sleeve needs to be introduced when firestopping as shown below.
I'm referring to steel sleeves not a Hilti( or other type) of firestop sleeve.

Are steel sleeves even used for the purpose or in conjunction with firestopping.

I'm know sleeves uses are for creating opening for raceways when you have a poured slab or walls going up, correct?

It's in archetectural designs based on the type of building. Purchase the UL orange books, they will be a big help.
 
A sleeve is not required for fire stopping the hole around a raceway as shown in your photo's.
 
UL details and assemblies are far from basic stuff and unfortunately architectural and engineering drawings don’t always do a great job relaying what needs to be done. Major contract/scope/inspection issues can arise and often late in the construction process. Definitely get the orange books.

So revisiting this. Would you say you more often than not you just firestop when running horizontal branch conduits/MC that pass overhead through walls and not a sleeve and firestop? I guess/assume the only time you would need a sleeve is to create an opening for your conduit/MC if something is being built that would not allow you to pass through. Does that make sense? Thanks.

We just firestop around the raceway or MC cable where it passes through the fire rated wall. If there is some like a block wall we may install sleeves to run the conduit later.
 
How about if MC cable is passing through wall?
Retired from a large 12 story hospital and never used a sleeve for any size MC cable. Every couple of years the fire stop product manufacturer that we used would have a one hour refresher course. Think they recommended making maybe a 7/8" diameter hole thru cement block or sheetrock for a 12/2 cable that had a diameter from 1/2 to 5/8" so you could pack fire stop at least 1/2" into hole. At least once a year they would hire a contractor to spend a week having peop!e popping up ceiling titles and going into every electrical closet & rooms to check if any fire stop was missing.
