If I sleeve it in PVC to a female adapter to non-metallic liquid tight that should work, correct?
I would see that as being acceptable. Make sure and provide a fitting on the other end of the PVC that protects the cable from the sharp edges of the PVC. They make rounded edge fittings that we glue on the ends of the conduit that create a smooth, rounded edge to keep from damaging cables.
 
Check 250.86 closely. Metallic conduit sleeves are not required to be connected to an EGC.
I don't think there is any fill requirements for protection sleeves either, though if there is any significant length or any bends involved the single conductor fill value may be worth consideration.

Bell end, or maybe a Male Adapter with a Bushing? There's no issue doing this (PVC) for water tank too, or would you use EMT for the water tank? I mean it doesn't get that warm.. Again, everything in within 50' of the panel, so I wasn't going use a disconnect.
