When using a 20 amp circuit breaker to protect the installation of multiple receptacles and light fixture for a 120v service, can a 12 gauge branch be used and then tie in 14 gauge taps?

No, for what you have described you must protect the circuit for the #14 AWG conductor at 15 amps.

Yep, you are right.
I should have said that you can use #14 in that circuit provided that the circuit is protected at 15 amps. (240.4(D))

I get this from 240.4d which refers to 240.4e thru g and e refers to 210.19 and go to the exception under 4. I do not agree with my co-worker who told me I could do this I just was curious.
