Small kitchen with only

So I have a situation I never ran across they’re adding a kitchen to an upstairs living area. The kitchen is only a. Peninsula though. Standing out from the wall is a stove with a 12 inch spacing then a sink and a 12 inch space. The countertop overhang 18” for a small eatIng area. Would I only need one location for receptacle with two small appliances circuit. Or is this not a peninsula

If you could shoe-horn a duplex in the cabinet face between the stove & sink, then feed it with a 2-pole GFCI breaker, you'd be golden.
 
The general doesn’t even know what they’re going to get though so I’m just planning on the worst case for the gap I hope it’s less than 12 inches. He says it won’t fit in the front of the cabinet. So I guess I’m stuck using a countertop pop up if I need to put one

I am understanding this correctly though right?
If my break between the sink and the stove is less than 12 I would only need that one at the end correct
