Smaller wire, larger breaker... what size of disconnect?

was thinking...

When wiring an ac, lets say you can use 12's and put them on a 40 amp breaker.
Would the non fused disconnect at the ac unit have to be rated for 40 amps.. or what ever the 12's would be rated for (25-30).

same question for motor... when going 250%... and using a smaller gauge wire with a larger breaker would the disconnect ( switch,receptacle) be rated for the wire gauge or the breaker(circuit)size.

I'm thinkink the disconnect would need to be the same rating as the circuit, not the wire... but checking.

Thank you. For both scenarios I'm getting the disconnect size does not need to be equivalent to the oc size.
