Is there an article in the NEC that states that smoke dictators have to be connected to each other.
 
There are 3 references likely in force by your local AHJ:

1. The building code (R313 of the IRC)

2. The NFPA 72 (Fire Alarm Code)

3. The manufacturer's installation instructions (NEC 110.3(B).)

No, but I think you would be hard pressed to find a code that allows them NOT to be interconnected. Interconnection has been around for quite some time now...the only place I ever see a stand alone hard wired smoke detector is in apartments.
