I'm installing 1 smoke detector that is wired to the
Siren and strobe light combination ; that automatically
Cuts off the HVac system. But, the commercial duplex
Office building has no fire alarm system to energize what I have
To install. Is there a method I missed that covers
This issue? Thanks guys

Not a problem, most HVAC equipment 24 volts can be taken from the contol circuit to power the smoke and strobe to shut down the unit.

If the smoke detector, horn/strobe, and HVAC shutdown are all required life-safety functions and you are intending to install a 120VAC single station smoke alarm, or worse, a 9 volt smoke alarm, this is likely a code violation. The smoke detector, horn/strobe, and relay need to be supervised. To do this, you need a UL listed fire alarm panel.
 
Aside from any code violations that you may be committing and that have already been suggested, the smoke alarm that you plan to install may not have a contact rating heavy enough to drive the siren and strobe that you plan to install. Plan on using an aux. relay.
