The word require can mean: "to have need of; need". Used in that context, you require the circuit to be live for some types of trouble shooting. It is up to the trouble shooter to determine if his work "requires" the circuit to be live. It is my opinion that it is likely that the trouble shooter will require the circuit to be live.

As far as proposals there have been a number in past code cycles and I know that there is at least one for this code cycle and it calls for the deletion of the word "require".
 
The receptacle behind the ice machine may allow for ready removal, hence providing the receptacle to be accessible.

The first paragraph of 110.26 does not use the wording "require" and "likely to".

It is a general statement that requires [shall be], "sufficient access and working space about all electric equipment to permit ready and safe operation and maintenance of such equipment."

Considering turning the bank of switches on their side.

Since it is a door opening, and it (if not hacked) is a double back of studs plus the depth of the sheetrock.

Thus one would be approx. 5" into wall to centerline of first switch.
Which would be maintained if done in a stack verse a run of switches.
Don't forget the door finish if any!
