No, that's the whole problem! :lol: That's why we can't answer the OP's question and why AHJs are not predictable.

If I can find it later I'll repost my roundup of the code sections that can be used to argue one way or the other. But none of the are specific about bonding. This is likely to change in 2020 with a new item in 705 that will require the N-G bond.
