Annex C is only for stranded conductors per note 1 on each table.
Table 5 - does not exclude solid conductors.
If I want to find max. fill of raceway with a solid conductor (only #14 thru #8 are allowed in a raceway), Why can't I use annex C ...should be close.

I know annex C is not enforceable, but is just a tabulation of tables 1, 4, & 5.

Is table 5 good for solid conductors?
 
I think the table is applicable to solid conductors. It is only applicable to a concentric stranded conductor the tables with the (A) are used for stranded conductors that are of the compact strand designation.

I have always used annex C for solid conductors. I believe in most cases it is more conservative than calculations using table 5.
