Just a guess,,,the panel was changed out and so one side of the newer panel works and the other they made it work..
The what appears to be a bubble cover on a mud ring on a 4 sq. box. who knows,, looks like it got removed from a place where it installed.
So when there is snow does that change if its readily accessible ?
I live in snow country. I'll never look at an outdoor panel install the same again. As far as I know none of my inspectors are members here, so at least I don't have to worry about it.So if the panel was on the side of the house in the summer and got a green then it snows and the home owner can't get to it without his shovel and he is mad so he calls the city and the ec to come out the ec shovels all the snow out of the way to find the panel locked and the home owner doesn't remember where the key it's at. Inspector says all compliant , good luck finding the key.
