Someone Else Put on LOTO

I know this is a violation somewhere, but i cant find the specific wording, but apparently we have a scenerio where a person put a lock out tag out on for SOMEONE ELSE and put that other person name on it. The reason they didnt put their OWN name on it is because they were not informed what they were locking out or for what its for. where is stated that you CAN NOT put someone elses name on the LOTO that you put on??
 
OSHA REG. 29 CFR 1910.147 (c)(5)(iii) Lock out tag out devices shall indicate the idenity of the employee applying the device. THIS IS FEDERAL LAW You cannot use others locks nor they use yours unless reidentified as your personal lock.

Anyway in this situation too I would see "Group LOTO" would have been a better choice - rather than say - forgery of someones name...


I read those posts, im going to have to 'agree' with jameselectric in that thread, at least as far as the LAW is concerned. Our company has a similar policy, This should have been more of an EQUIPMENT lock out/tag out, instead of PLACING someone elses name on the tag.
