Let's look at the other end of this: IMHO it's not worth the trouble to put in a pedestal with fewer than 12 20a 120v circuits on a 150a main. For most of the festivals that I do, for food vendors we expect an average of two 20a 120v circuits per 10' booth frontage. The least I've seen for a 10x10 booth is a couple of lights, but I've had one vendor with a 10' frontage that needed one 50a 240 PLUS two 20a 120v. (Craft sales are more like one 20a per 20' frontage.)
I'd consider doing peds with maybe six 20a 120v outlets and two or three 50a 120/240v 'RV' outlets on a 150a main. You can then hang 6/4 feeders and spider boxes on them and run those out to where you need them. Leave some empty space for the oddball requests like a 1p 30a.
(I recently helped spec a permanent install for a festival site. No service is smaller than a 200a meter/main, and there are a few 320s. And a 700a 3ph service in one spot...)
